- 2 ¼ cups mochiko or glutinous rice flour
- ½ cup granulated sugar
- 2 cups water, or as needed
- 1 teaspoon pandan extract (green-colored), or more to taste
- Topping of your choice, such as chocolate chips, heart sprinkles, and/or berries

Preparation
- Preheat the oven to 425°F (220°C) with the racks in the upper third and lower third positions. Line 2 baking sheets with parchment paper, and set aside.
- Place the mochiko, sugar, and 1 cup of the water in a bowl. Using a rubber spatula, stir together until the mixture is well combined and the consistency of mashed potatoes. If the batter appears dry and crumbly, splash in a few more tablespoons of water at a time (up to 1 additional cup of water). Stir in the pandan extract until well combined, adding a little more if a bolder color is desired.
- Spoon the batter into 2-inch rounds spaced 1 inch apart on the prepared baking sheets. Decorate with your toppings as desired. For Grinch-style cookies, press a heart-shaped sprinkle into the middle of each cookie.
- Bake on the upper and lower third oven racks until the cookie edges are golden brown and the cookies lift easily from the baking sheet, 12–13 minutes, rotating the baking sheets between the top and bottom racks halfway through the bake time. Transfer the cookies to a wire rack, and let them cool completely, about 15 minutes. If desired, dust the cookies with powdered sugar.
